Permits must be obtained by the owner or authorized agent (e.g., contractor) when construction, alterations, repair, moving, demolition, or change is performed to a home.
The IRC does not list the specific types of work for which a permit is required, but instead lists the work for which a permit is not required. Everything else can be assumed to require a permit. To find the answer to the question, review the list of work that is exempt from permit requirements. These include: erecting a fence up to 7 feet high, building a detached accessory structure (e.g., a tool shed) up to 200 sq ft in area, building retaining walls up to 4 feet high, building a sidewalk or driveway, painting, papering, tiling, carpeting, installing cabinetry or countertops, installing a prefabricated above-ground pool less than 2 feet deep, installing or building swings or playground equipment, and adding window awnings supported by an external wall that do not project more than 54" from the wall or that require additional support.
Fences are exempt from permit requirements if they are 7 feet or less in height. Therefore, building an 8-foot fence will require a permit.

Chimney crickets divert water from roof surfaces around the chimney, so water does not accumulate at the base of the chimney and get under the roof covering and/or over the chimney flashing. Chimneys require a cricket when the chimney side parallel to the ridge line is more than 30 inches wide, provided that the chimney does not intersect the ridge line (in which case, no cricket is needed or required).
The 48" width given in the question establishes the requirement for a cricket. To determine the height, refer to Table R1003.20, which lists the formulas for height according to roof slopes. (The lower the slope, the lower the cricket needs to be.) The height of a cricket for a chimney on a 4:12 roof must be 1/6 of the side that runs parallel to the ridge line: 48" x 1/6 = 48" ÷ 6 = 8".
